Ingredients

- 3 cups old-fashioned rolled oats (Not quick oats)
- 2 1/2 cups all-purpose flour
- 1 1/2 cups brown sugar (Packed)
- 1 tsp baking soda
- 1/2 tsp salt
- 1 cup unsalted butter (Softened)
- 1 large egg
- 2 tsp vanilla extract
- 2 cups semi-sweet chocolate chips
- 1 can (14 oz) sweetened condensed milk
- 2 tbsp unsalted butter
- 1 tsp vanilla extract
- 1 pinch salt
Instructions
- Preheat oven to 350°F and line 9×13-inch pan with parchment.
- Mix oat base ingredients until fully combined.
- Press oat mixture into pan, melt chocolate filling, and spread over base.
- Add crumble topping and bake until golden brown.
- Cool completely, lift from pan, and cut into bars.
