Instructions

- Sift in cocoa powder, flour, baking powder, baking soda, and salt; mix until just combined.
- Line a muffin tin with cupcake liners and fill each about 2/3 full with batter.
- Bake for 20-25 minutes, checking with a toothpick for doneness.
- Cool in the pan for 5 minutes, then transfer to a wire rack to cool completely.
- Beat cream cheese with powdered sugar until smooth and frost cooled cupcakes.
